Binoculars for U.S. Special Forces

Yesterday I read an article and was amazed by the high-tech of the 21st century. The article was about the new powerful weapon for the U.S. Special Forces. This is a pair of high-tech binoculars, which are 10 times more powerful than anything available on the market today.
The agency promoting these binoculars claims no scientific breakthrough is needed on this project, which is formally called the Cognitive Technology Threat Warning System.
Earlier in March in Arlington, VA, there was a meeting, for scientists and defense contractors who might participate in this project. According to the presentation, the agency wants binoculars to have a range of 1,000 to 10,000 meters, compared to the current generation, which can see out only 300 to 1,000 meters. There is also a possibility that binoculars will be provided with a 120-degree field of view and be able to spot moving vehicles as far as 10 kilometers away.
Another key aspect is that these binoculars will detect threats using neuromorphic engineering, the science of using hardware and software to mimic biological systems.
